February 6, 2013 Quarterly Meeting Follow-up

** Please note - the 2013 budget was an agenda item for the January 30, 2013 quarterly meeting, for which notice was given on January 22, 2013.  The treasurer had a last-minute emergency to deal with and could not attend the January 30 meeting.  Therefore, it was announced that the budget presentation and vote would take place on February 6. 

As announced at the quarterly meeting on January 30, the 2013 budget discussion will be held on Wednesday, February 6, 2013, at 12:30 p.m. via teleconference.  Please call in to participate in the discussion.  The call-in information is:

    It is obvious that some people among you are concern about Mr. Ortiz and I, traveling to the Legislative Conference and that may be their position. But, since this new Executive Board and new union officials been in office and before then, we (union) reps has fought for those of you to have a voice. Please let me explain:

    Fact: ICE issues… we (union) are challenging Management on some very important matters and they are for the rights of the BUEs and for the BUEs to be able establish a wheel that will work for all.

    Fact: CIS issues… we (union) have come a long way, over three years in getting a very long awaited Local supplemental agreement.

    Fact: we (union) try to represent our BUEs with dignity and respect, we have won and we have lost some cases but we will never and have never let you down as your representatives.

    Fact: we (union) know that everybody, including our own will be happy with our decision but they are made with you the BUEs in mind.

    Fact: the statements written on January 31, 2013 at 06:45hrs by so-called poopsie903, talks about a subject matter that was covered during the January 30, 2013 quarterly membership meeting, which I find to be strange because all of most of “Poopsie903’s statements was about the above dated meeting. There were four BUEs females, physically in attendance, two union reps over the phone and myself physically present. At no time was anyone threaten by a union official and because for any reason. The meeting was held in accordance of our by-laws. It was my call to allow the meeting to take place, knowing that two of our EB members were not present at no fought to themselves…because of mission and family matters. However, to read this message about the (union) going after a BUE because of a vote that has not yet been determined is misleading and troublesome. This person “Poopsie903” is ironing out their personal problems and guessing that the BUEs are stupid or ignorant of the facts. But to fabricate a fact and straight lied about “reprisals” against a brother or sister of our federation…BUEs, would come from a sick minded individual that’s living out their person dislike of this union, its members and all of our overall union agenda.

    Fact: The Legislative Conference is the only time we can confront Congress about our union members concerns, collectively speaking. It is without merits to suggest otherwise and to imply that we (union) members are going to D.C., in the dead winter to party, is crazy.

    Fact: Our (union’s) Agenda has been seen by HQ LERS as well as Region and District Manager signed off on and this didn’t just start on my watch. Listen people, this year our jobs are on the line and we (union) will be given advice during these training sessions. We will be separated into groups, to brainstorm, trained by persons sitting on the Hill. Facts: Discussions about furloughs, like who’s first to go Federal employees and or Contractors and or Government Employees etc.

    Now, lets get on with the business of local 2718

  2. The bylaws require 5 days WRITTEN notice for a special meeting. This is NOT 5 days written notice. Even if the date for this meeting was determined at the Quarterly meeting in January (which it was not) no written notice was given until February 5th. One day advanced WRITTEN notice is not sufficient to call a special meeting, where a vote for a large travel expenditure ($4,000+) will occur. Members need to be given proper notice for a meeting before we decide to spend more than $4,000!

    A vote concerning budget expenditures (especially those over $500) should not be allowed at this meeting. Improper advanced notice was given for this meeting!

    Only paid union members can vote. Identity of paid union members must be verified before a vote on budget can be conducted. How are telephonic votes going to be accounted for when non-union members could be on the call?
